What are the risks of a collision with a high-pressure gas pipeline?

  • A gas leak with a very intense noise, possibility of this igniting, with projection of materials found on the structure, or even the earth-moving machine being rolled over, depending on the extent of the leak.
  • In the event of fire, release of very intense heat (flames likely to reach several hundred metres high).
  • Metal impacted without gas leak, with risk of corrosion or subsequent rupture if not detected.

Teréga keeps you informed

The regulations (see text box below) require project owners and managers to make enquiries with Teréga's operating departments. Information on the location and depth of grids, and on the technical constraints linked to their presence, will be provided.

Decree n°2011-1241 of 5 October 2011

1. Measures to be taken when preparing for works:

Art. R 554-20 (extracts): "Any project manager planning work will make prior checks to determine whether or not there are any service structures within or near the construction site. To do so, they will consult the one-stop portal www.reseaux-et-canalisations.gouv.fr to obtain the list and the contact details of the operators of these structures.

Art. R 554-21 (extracts): "The project manager will send a works project declaration to each of the service structure operators indicated by the portal. 2. Measures to be taken before carrying out works: Art. R 554-24 (extracts): "The project manager will consult the one-stop portal www.reseaux-et-canalisations.gouv.fr to obtain the list and the contact details of the operators of any service structures. Art. R 554-25 (extracts): "The project manager will send a request to start work (DICT) to each of the service structure operators indicated by the portal.

Fifteen administrative departments in south-west France are concerned by these measures: Ariège, Aude, Aveyron, Cantal, Haute-Garonne, Gers, Gironde, Landes, Lot, Lot-et-Garonne, Pyrénées-Atlantiques, Hautes-Pyrénées, Pyrénées-Orientales, Tarn and Tarn-et-Garonne. Requests to start work and all other enquiries concerning high-pressure gas pipelines in the communities concerned will be sent to the relevant departments. La DICT, un passage obligé pour les entreprises comme pour les particuliers

La DICT (Déclaration d’intention de commencement des travaux) permet d’informer les
exploitants de réseaux de gaz de la nature des travaux à venir et de leur localisation dans le but de prévenir d’éventuels dommages et d’assurer la pérennité des réseaux. Cette démarche intervient en amont, dans le cadre de la préparation de vos travaux.

Teréga at your disposal

For your safety, Teréga undertakes to:

  • reply to your works project declarations and requests to start work (DICT);
  • inform you on the position of its high-pressure gas transport pipelines;
  • inform you on the precautions to be taken during work close to gas pipes. We also mark the ground or place stakes, free of charge, to show where the pipe(s) are in the work zone concerned.


To make the declaration process easier, Teréga has teamed up with six leading operators (GRTGaz, GrDF, RTE, ERDF, France Télécom-Orange and Lyonnaise des Eau) to form a joint subsidiary known as DECLARANET and has helped create the website, protys.fr.

1. Presentation

Protys.fr® is a reliable, long-term, national enquiries portal. Its purpose is to improve safety and prevent the risk of accidents and damage during works in the vicinity of structures. Serving all the stakeholders (prime contractors, construction companies, grid operators, structure concession holders, local communities and public authorities), it facilitates the drafting, transmission and receipt of work project declarations (DT), requests to start work (DICT) and the related responses (proof of receipt), while simplifying supervision of building sites.

2. Benefits

Protys enables:

  • The acces to a non-stop portal referencing
  • computer processing of DT and DICT for the declaring parties and operators;
  • personalised peripheral services.

The aim of these measures is to:

  • increase the safety of people and property during works in the vicinity of aerial, underground or underwater structures;
  • reduce the declaration processing workload for projects and works for all stakeholders involved (companies, grid operators, private individuals and local councils).

Teréga regularly launches large-scale communication campaigns designed at preventing damage to its gas pipelines. 25,000 leaflets have been distributed to civil engineering companies, agricultural and forestry businesses, local residents, local councils, municipal groupings, and infrastructure, transport and housing authorities, as well as the local fire and safety departments.

Decree no. 91.1147
Measures to be taken during preparation of works plans: Request for information.

Art 4- Any public or private natural or legal person who plans to carry out works on the territory of a commune must, at the planning preparation stage, obtain information from the local authority of this commune about the existence and any areas for installation of any structures.

Art 7- Companies, including subcontractors or members of consortiums, which are responsible for carrying out the works, should send a statement of intention to start the works to each operator of a structure affected by the works.

Please note, for everyone’s safety

The pipelines that make up this network are installed in both the public and private domain and they are buried at variable depths depending on the land they cross.

Damage to a pipeline, even if it looks slight may cause an incident or accident compromising the safety of people and property. Repair is costly for all parties involved.


As a result, Teréga hereby informs you:

- that the layouts of its pipelines (zoning plans) are deposited with the town councils of the communes they cross

- that the régulations oblige: 

  • clients and project managers to obtain information by requests sent to the Teréga operating sectors to find out the location and depth of networks and the technical constraints related with their présence
  • any person carrying out works near gas transport pipelines, to send to Teréga, ten calendar days before the planned date for the start of the works, a statement of intention to start the works.

To limit incidents as far as possible during underground works, Teréga is at your disposal for:

  • replying to your requests for information, etc.
  • giving you all information on the position of its high pressure gas transport pipelines,
  • telling you about the precautions to take for works near its pipelines
  • carrying out, free of charge, location and marking of the pipeline(s) concerned in the area of the planned works.

Teréga transports high pressure natural gas to 14 departments in southwest France:

L’Ariège, l’Aude, l’Aveyron, la Haute-Garonne, le Gers, la Gironde, les Landes, le Lot, le Lot-et-Garonne, les Pyrénées-Atlantiques, les Hautes-Pyrénées, les Pyrénées-Orientales, le Tarn and le Tarn-et-Garonne.

Statements of intention to start works and any requests for information about the high pressure gas transport pipelines affecting the communes indicated are to be sent to the sectors concerned.
